(Name)
(Purpose) Article 2. The purpose of this Forum shall, in order to promote network robots at an early stage through convergence of networks and robots, be to carry out surveys and research on network robots, liaison and coordination with relevant organizations, collect information, conduct awareness campaigns and others, thereby contribute to sound development of information and communications. (Services) Article 3. In order to attain the purpose in the preceding article, this Forum shall conduct the following services:
(Membership) Article 4. This Forum shall be consisting of members being individual persons and organizations who agree with the purpose of this Forum and are given admission to join this Forum. (Admission to and withdrawal from the Forum) Article 5. (1) Any person who wishes to join this Forum shall submit an application form in writing and obtain approval from the Steering Committee. (2) Any person who wishes to withdraw from this Forum shall submit a written document to that effect. (Officers) Article 6. (1) This Forum shall establish the following officers: i) One Chair ii) Some Vice Chairs (2) The Chair shall represent this Forum and preside over the operations of this Forum. (3) The Vice Chairs shall support the Chair, and shall act on behalf of the Chair when the Chair is incapable of fulfilling the duties. (4) The officers shall be selected from among members at the General Assembly. (5) Officers' terms of office shall be until the next General Assembly from the General Assembly at which said officers have been selected. However, any officer may be reselected. (6) Even when an officer resigns or the term of office of an officer passes, said officer shall perform the official duties until the successor is selected. (Advisors) Article 7. (1) This Forum may establish advisors. (2) Advisors shall be appointed by the Chair. (General Assembly) Article 8. (1) The General Assembly shall be composed by members. (2) In addition to the Regular General Assembly to be convened annually, the General Assembly shall be convened when the Chair deems to necessary. (3) The General Assembly shall have a quorum of over one-half of members. (4) The General Assembly shall be presided over by the Chair as the president. (5) The agenda of the General Assembly shall be decided upon by the majority of votes of members who attended. However, when the yeas and nays of members are equal, the Chair shall give the casting vote. (6) The General Assembly may decide upon the establishment and dissolution of this Forum, and the following matters: i) Amendments to this Rule ii) Decision of guidelines for management iii) Decision of important matters concerning the management of this Forum (7) The General Assembly may, when necessary, convened with attendance by written documents or e-mails. Any member who cannot attend the General Assembly due to unavoidable reasons may appoint another member as a proxy to exercise the voting right. In this case, the mandatory of the proxy of voting shall be deemed as an attendant. (Steering Committee) Article 9. (1) This Forum shall establish the Steering Committee. (2) The Steering Committee shall consist of officers and directors, and shall be presided over by the Chair. (3) Directors shall be appointed by the Chair from among members, and the appointments shall be approved by the General Assembly. However, with respect to cases of approvals for changes due to personnel changes, etc., this shall not apply. (4) The Steering Committee shall approve applications for admission to this Forum, propose important matters concerning the management of this Forum to the General Assembly, and decide upon matters that are recognized as necessary by the Chair. (5) The provisions of Article 6 paragraphs (5) and (6) shall apply, mutatis mutandis, to directors. (Working Groups) Article 10. Where necessary for service operations of this Forum, a Working Group may be established with the decision of the General Assembly or the Steering Committee. (Secretariat) Article 11. (1) This Forum shall establish the Secretariat. (2) The Secretariat shall be headquartered within the Support Center for Advanced Telecommunications Technology Research, Foundation. (Others) Article 12. (1) Upon implementation of services stipulated in Article 3, when implementing business requiring special budgetary measures, including implementation of experiments and holding of symposia, this Forum may, when needed, collect actual amounts necessary for the services from members who accept the payment. (2) The collection of the actual amounts in the preceding paragraph shall be decided upon at the General Assembly. Article 13. In addition to matters stipulated in this Rule, the Chair shall separately specify matters necessary for the operations of this Forum. Supplementary Provisions 1. This Rule shall come into force on the day of establishment (September 30, 2003). 2. Persons who attended the Inaugural Assembly and approved this Rule shall be deemed as members in accordance with the provisions of Article 5 paragraph (1). 3. The provisions of the preceding paragraph shall, mutatis mutandis, apply to persons who expressed in writing their wishes to join this Forum before the day of the Inaugural Assembly. |
